What exactly is a "stone stepper"? Also need to know how big, how thick, whether they are all the same thickness, and what type of stone is it?

Is the concrete inside, outside, flat, sloped, cracked, sealed, etc... ?

I think he is talking about a 12x12 or 16x16 2" thick stepping stone. I would say yes you can thinset down to concrete. I have several round the house that I just have sitting onna ground for years and they are still fine.
