so , do ya think the homeowner would prefer paying you for the "board stretcher" and all the time spent, or another piece of baseboard?

He may be good at stretching lumber but he sucks at math. Going from 4 to 5 feet is a 25% increase, beyond the manufacturers recommendation of 20%. Anyone who blatantly disregards the instructions shouldn't be believed.

It's more than likely tenting due to lack of expansion joints or perimeter joints.

That's what the lowest bid will get you.
