can it be cleaned

my customer hired some hacks to do walkway around the house, they left this.... is there way to clean it? I am not sure what "grout" they used. It's Connecticut Bluestone.

I would try vinegar first. Pour a little on a couple stones, let it dwell 10 minutes and scrub it well, then rinse it with clean water.

I can't see vinegar hurting the stone but that's why you want to do just one or two. Vinegar should clean the stone and hopefully remove the mortar that was left on the surface. You will have to scrub it real good for it do any good.
