Correct way to install a quarter round strip of tile on a small ledge

When installing quarter round tile in an edge, should it be attached to the backerboard directly, or should it be attached to the face of the wall tile. See the diagram. In A, the tile stops above the quarter round, in B, it continues behind it.

Note, in this particular situation, this is a small "lip" in a wall.
