Stained tiles

Update: a 50/50 water and vinegar mix seemed to work. I think I figured it out.

I just moved in to a new home and the tile in our mud room is full of white stains. I can’t tell if it’s from the grout or if it’s paint. I have scrubbed it with heavy duty cleaner but it doesn’t come off. I also tried mineral spirits and a paint remover made by Goof Off but nothing works. The tile is a ceramic tile that looks like slate but isn’t. My builder is stonewalling me. Any suggestions on how to clean it up?

I would continue to use the vinegar since it seems to work. Just be sure and rinse it off with clean water after washing it with vinegar.
