Blue Stone Watermarks

Any thoughts on why this is happening and what can be done to fix it? The stone has been scrubbed with an alkaline stone cleaner, a slightly acidic acid cleaner and ground in a test area. The whitish staining remains. The whitish color is not chalky or crystallized on the surface.

I think what you have there is moisture build up under the stones , especially on the path trapped in between the brick walls .

Is the stone higher than the junction brick/footing of the supporting concrete for the brick walls ?

New install, or installed a long time ago? Agree it does appear like water underneath trying not migrate out...
