I haven't done any work in Georgia for several years, but to my knowledge the code is generally similar to NC in this regard. The plumber is responsible for pulling a permit if it is a permitted job and you need that permit number to call for a pan inspection, but the plumber does not install the pan. They will:
1) leave a pipe you can cut to the correct height if your doing a bonded flange drain
2) hook up to your drain after you've installed your surface applied membrane and drain
3) install a three part drain for you if you're doing a traditional pan
