Exterior limestone repair advice

Shawn, You can lift the loose stones and stick them back down but usually more stones will break loose as you are working. It looks like some of the pieces of the lower section are sinking in the soil, may not be on slab there.

I would just re set the loose ones and point them with a sand & portland mixture.
I'm sure that's what was originally used and it was grout.

also all that cracking is probably prom water penetration and then it froze causing the cracking on more deterioration.

once you get it all fixed up I'm sure there is some type or solvent based sealer you can spray on them to polish it up and slow down the water penetration.
