Question how to lay subfloor over existing tile

I want to lay a new subfloor over existing 9 inch asbestos tiles. My question is, how do I adhere the plywood to the old tiles? I then plan on laying new tiles on the subfloor.

Uh, I'd never apply a new subfoor to anything other than joists or plywood.

Unless of course, I'm just trying to skin the substrate with some quarter inch ply for vinyl.
