Hi Cheri, Welcome aboard.
Much depends on how much water the inspector put into the shower bottom. If he filled it all the way to the top of the curb, it's not a valid test. There is always at least an inch toward the top of a shower curb that is not protected by pan material. The test should be done with water no higher than two inches from the top of the curb. Leaks through the corners of the curb above that point can be fixed with caulking.
It's really to your benefit to do your own test or have a plumber do a test for you.
