Tim, it can be installed either way. Here's a little quote from TileGuyTodd's SLC and electric heat mat thread in the Liberry:

(note #4 plastic lathe can be installed first but we have found that on some models sensors can rise in the mix, putting lathe above which requires caution in stapling, eliminates this problem with some models)
Putting the lath down first reduces potential problems with damaging the heat mat. Putting the cable down first allows the lath to keep the cable and sensor tight to the subfloor. Pick your poison.
