Well that's aggravating.

Since the (maybe) painted backing is suspect I think the only way to know, to really know, what will work is to do a test board. Purchase a mortar you think will work, a small board of some kind, scrap of drywall is fine, and stick some of those tiles to that. Wait a day or two and see if they fall off or the decorative backing is compromised.

Or maybe just drop a few into a cup of water and wait a couple of days. See how they come out. That'll at least tell you if the backing is affected by moisture.

Whatever your comfort level is.
