Dave, you have there what I would call a construction joint over two dissimilar floors. I know of no way to safely avoid placing an expansion (movement) joint above that transition zone.

A crack isolation membrane would allow you to bridge it with tile. However, a soft joint would still be required, just shifted off to the sides somewhat.

Lets see what others have to say. I think opinions on this are going to differ somewhat.
