Sounds like it's on a concrete slab since it's a basement. You can use cement to create a slope but I would put down a thin coat of thinset under it to act as a bonder. Cement alone my not bond well....

Penny rounds aren't too bad, just draw lines to guide you and don't get in a hurry. In this pic, the walls are grouted but the floor is not.
