You probably did it the best way possible. There have been problems with enhancer mottling up the grout, so the procedure is set the tiles, enhance and then grout. :)

I, too, think it's plaster, but can't be sure. Also, the brown stuff looks like mastic (glue). I think you might have more loose tiles than you know about. :)

The other thing is that it's impossible to finish poured concrete to the smooth flat surface that can be had when using deck mud (dry pack).
