It does go a bit against what we are all conditioned to believe in that cement is inherently water resistant, so cement patches should be as well. The difference is that there are many other things...

Great points Dan! SSD is always a great first step before applying anything cement based. It could be that the plywood is very thirsty and stealing a bit too much of the water that Planiprep SC needs...
