Neither grout nor tile are the waterproofing elements in your shower. Looks like it wasn't properly waterproofed before the tile was installed.

Whoever did the tile work should not have left that kind of haze on the tiles. It shouldn't be up to the homeowner to remove it.

You can test this out yourself by laying a piece of Durock on top of a piece of plywood and pouring water over it. Wait a while and check to see if the wood is wet. (hint: it will be)
