You could also screw new (shorter) 2x4 studs...
You could also screw new (shorter) 2x4 studs right beside and to the old studs. The new board would hang out or overlap just enough to make up the difference you need.

Probably does not apply to your problem but just in case, make sure your not drilling into a metal plate covering plumbing or electrical. Their often used on the edge of studs to prevent problems.

Yes the patio stones on a compacted stone dust would work. That at least allows some drainage. Probably still need beams or a floor kit under the building. Lots of options and a person has to work...

If I had the choices you have listed I would use a urethane caulk. They can be a bit slow to cure (dry) but would probably work well. I would not like something that gets hard and brittle as a glue....

Would think any of the main line brands such as Fein, Dewalt, Milwaukee, Bosch would work fine. Corded might be best if its being ran for long periods of time. I would avoid the box store brands...
