Agree that you should try color enhancer. The stain might not be remove even using oxyclean so better try to cheat it. But if you still want to try oxyclean better do I might be wrong on what I said.

I commonly install a separate box above the two-gang and put the "odd" switch there. In your case, I'd have the two light switches in the two-gang box and the fan switch in the separate box above.
