Even at 1/2 in. per foot a 7 ft. slope would be 3-1/2 in., not 7 in. But as Lou said, the required slope is 1/4 in. per foot. :)

If your sill is in a wet area like a shower I would use a Urethane caulk. Sika, PPL, one of those. They'll hold up better than anything else. :)

Sounds like the old grout might not have been cleaned enough beforehand. I have no experience with the product, though. I think I would clean with vinegar and water and rinse well....
