could be a form of efflorescence but it good also...
could be a form of efflorescence but it good also be something else. I would remove a tile and examine the setting bed. Check for moisture, etc

it looks like culture marble rather than formica. It may only be on the surface so you might want to try some steel wool and some acetone. You dont want to get too aggressive otherwise you many go...
