what is the best way to change a black grout to white or beige

Grout colorant may work, but I'd think you would have a tough time changing black to white. Digging the grout out and re-grouting is more work, but has a higher probability of success.

A few years ago I tried changing a dark gray (Pewter) to off-white using two different brands of colorants, from Aqua Mix and This Old Grout. Bob's right, it didn't work well at all.

Going the other way with grout colorants, from light to dark, works like a champ. Aqua Mix has the best one, by far, that I've used. It's easy to use and very durable.
