Smooth Mortar Shower Walls Need Refinishing

We recently purchased a twenty year old modern home that has two smooth wall mortar showers (mortar and wire, no tile). I have demolished the master bath for remodel, leaving a dilemma in the guest bath. This shower, also without tile, has surface cracks in the mortar and has been painted by a 'blow and go' type, leaving it unsightly. I have consulted with several tile and one concrete gentleman. None have ever seen this type of shower installation, consequently, can't advise how to renew and insist I should tile. I prefer to bring it back to life without tile as this shower is only a 32x42x10'. Plus, I am hoping I can do so without the expense of tiling. Quotes came in over $2k for thin set application.

I am willing to do the dirty work of sanding or removing the paint; however, I need help on how,whom or what product can assist. I welcome your comments.

It might be Tadelakt.

If it's cracked the waterproof nature of the Tadelakt likely has been compromised.
