brand new ivory tile shower floor-grout turns dark in sections and never dries ivory

Help!! Bought brand new house built on slab. Shower floor is ivory ceramic tile. pan is concrete the builder says. Parts of the grout turn black after showering, and never dry like the rest. Builder has scratched out that grout, regrouted, with same results. Then noticed caulk around edge where bench is was loose and wet. Peeled it off, and a puddle of water came out from under bench. This was after NON-USE for 2 weeks. Now, the builder has offered to put another tile floor right over this one. We are so worried that there is a bigger problem so we said NO. Looking for some thoughts, advice, etc. because we don't know what to say. I do notice that when i tap on the tiles on the floor, it has different sounds in different areas.

Hi Marla,,

There definitely should be no water in the bench, even without caulking. Take pictures of everything.
