Hmm, forgot, epoxy works great for attaching. Schluter Kerdi fix probably work just fine also though never tried it for this purpose.

Personally ask your local inspector about why he passed the pan. He could have easily missed it or just made a mistake.

Also at least you will know if he actually saw it or if its just the GC...

Non-standard install (aren't they all?)

If you use a membrane then the membrane usally has caulk such as kerdifix or silicone at the intersection of the membrane and tub. (Behind the tile)
Use silicone or sanded caulk matching your grout...

I think many in this forum would advise to not use premixed grout in general. Might do some searching or wait and see what others say.

Silicone grout in changes of plain such as a corner.
