Honed Travertine Floors (in new home) won't come clean!

We have travertine flooring in both bathrooms and they just won't come clean, no matter how many times we scrub and mop - literally old school hands and knees cleaning going on here. We think they weren't properly sealed and are stained. There is a natural grain look to the tile, but in addition to that there are hints of brown construction dust and a light rust color in one of the corners. Any thoughts on how to clean these guys?

We just moved in and want to do the housewarming but not until the floors stop looking like rest stop station tile : (
