A customer has California Gold Slate installed on their floors and they put semi gloss sealer on it. Now they want high gloss. Do I need to strip the
semi gloss sealer in order to apply the high gloss or can I just put high gloss on top of the semi gloss?

You might want to call the manufacturer on this. Guaranteed if they say okay, it'll have to be THEIR sealer.

High gloss on top of semi probably depends on a few things.
1. Is the semi a water based seal? If so you must put a water based on top. If it's solvent base you can still put water base on top; you just cannot put solvenmt base on top of water based.
2. Generally sealers and waxes are gauged by % solids in the product. Technically, it is inappropriate to apply a higher solids seal on top of a lower solids. I have done so however and got acceptable results. (namely the newer applied seal lasted it's expected life.)
3. Remind your client that nothing is permanent. The higher the gloss the quicker the traffic areas etc. will show wear. High gloss on stone and ceramic generally means high maintenance .

Also, just cuz the names are sometimes used interchangeably, are you talking about a topical sealer that forms a film, like wax or varnish, or are you talking about a semi topical sealer that primarily goes inside the stone and enhances the color?
The topicals don't last thru much foot traffic, but the virtue of them is that they can usually be almost completely removed, since they sit on top. Penetrating, impregnating sealers may not be 100% removeable since they aren't ON, they're IN.
Guys above are right, this is a question for the sealer manufacturer, make sure they know exactly which product was used previously.
