I own a small remodeling company working on a restroom in an industrial facility that is about 40-50 years old. The restroom we are restoring has staining from years of grease/oil/fork truck rubber dust and has resisted everything we have thrown at it, from phosphric acid and sodium hydroxide to TSP and muriatic acid. Any one have any suggestions, short of re-grouting the whole mess? Any help would be greatly appreciated. Thanks!

Hi Don, Welcome! :)
First, you're using the wrong type of chemicals. I would start with some tile and stone specific high alkaline cleaners, such as Stone Techs Klenz All. You may also need some specialty degreasers or poultices.
Afterwards, you can follow up with an acidic based product. Top it off with a quality sealer (at least for the grout).
