Saltillo tiled floor (to strip or not to strip)

I have a saltillo tiled floor that has paint and stains, etc. It is nowhere near the way it looked when I first sealed it. What can be done to solve this problem?
Attached are the pictures to show the condition of the tile.

Hi Chris, Welcome! :)

It looks like some minor restoration work would do the trick.

Mineral Spirits for the masking tape removal, and some rust remover (possibly a TEST with CLR or Rust Away) for the rust.

How would I get the original shine back in the whole floor other than the suggestions for the pictures shown?

How long has it been since the project was sealed?

This is obviously an exterior application. What part of the country are you in?

Why is the tile white looking, did it look like this right after you sealed it the first time.
