Does anyone know of a CAD software program that can be used for layout?…Enter your floor plan, line out cuts, add a border; maybe show a section. Maybe something you don't need an engineering degree to use?

Just use a basic floor plan program..try Tucows.com or do a search. You should be able with a little searching to find a free one somewhere.
If that does'nt do it for you try your local software store they have plenty availiable. prolly around 20-50 bucks for your choice.
There are some really good ones that are based on CAD, But since they are so specific the learning curve is very small compared to CAD's general purpose format, that are specifically made for flooring(and other trades) but the cost can easily be thousands of dollars. Still just for basic layout and to get ideas it isn't neccessary for those programs.
